欧洲技术型中小企业发展现状及其政策

技术型中小企业在欧洲起着越来越重要的作用。本文以欧洲委员会工业研究开发咨询委员会(EC IRDAC)对欧洲十二个中小技术企业的调查研究为基础,概述了欧洲中小技术企业的发展现状,讨论了可以促使这些企业形成与发展的种种政策和措施。这些政策和措施,既包括诸如条例和标准的协调之类的间接的环境政策,也包括风险投资市场、提供研究开发补贴和改进企业管理知识教育之类的直接的干预政策。

Technical SMEs play an increasingly important role in Europe. Based on the European Commission’s Industrial Research and Development Advisory Committee (EC IRDAC)’s survey of twelve small and medium-sized technology companies in Europe, this article outlines the current status of development of European SMEs and discusses various policies that can promote the formation and development of these enterprises. Measures. These policies and measures include indirect environmental policies such as the harmonization of regulations and standards, as well as direct intervention policies such as venture capital markets, the provision of research and development subsidies, and improvements in corporate management knowledge education.
