21世纪是一个全球信息化的世纪。自2006年中央“一号文件”提出要“加强农业信息化建设”后,此项建设在全国逐年加码,近年已成为建设热点。然而,目前该项建设所存在的各自为政、重建轻用、人才短缺、投资不足、信息空泛等问题,与项目建设的初衷和农民群众的愿望形成强烈反差。这也说明,这项高新技术产业在建设过程中必然会遇到各种各样的困难和问题,绝不可能一蹴而就。
The 21st century is a century of global information. Since 2006, the central government has promulgated “strengthening the construction of agricultural informatization” by the “No. 1 Document” and this construction has been increasing in the country year by year. In recent years, this construction has become a hot spot for construction. However, at present, such problems as fragmentation, light reconstruction, shortage of talents, underinvestment and vague information exist in this construction are contrasted sharply with the original intention of the project construction and the desire of peasant masses. This also shows that this high-tech industry will inevitably encounter various difficulties and problems in the process of construction and it will never happen in one go.
