按照科学发展观的要求,对水库运行实行科学的管理和合理的调度,既是水资源合理利用的需要,更是保障水库使用寿命的延长可持续发展的必然。对水库进行运行管理,必须建立完善的管理机制,对水库的运行方式,应立足库情实际,进行科学、精心的设计,对水库水情进行管控,制定合理的调度计划。唯有如此,才能保障水库安全合理地运行,促进水库可持续发展。
In accordance with the requirements of the scientific concept of development, the implementation of scientific management and rational management of reservoir operation is not only the need of rational utilization of water resources, but also the inevitable result of extending the service life of reservoirs for sustainable development. To operate and manage the reservoir, we must establish a sound management mechanism. We should make scientific and meticulous design based on the actual conditions of the reservoir. We should manage and control the reservoir’s water conditions and formulate a reasonable schedule. Only in this way can we guarantee the safe and reasonable operation of reservoirs and promote the sustainable development of reservoirs.
