各行政公署,各市、县人民政府,省政府各直属单位:根据国务院批准的《国家经贸委管理的国家局机构改革和国家经贸委机关内设机构调整方案》,黑龙江省机械设备成套局整建制下放地方管理,现有财政拨款随机构、人员划转地方。按照国务院办公厅国办发[2000]81号和中共中央组织部中办字[2000]142号文件的要求,我省办理了机构和班子交接手续。经省政府同意,现就省机械设备成套局下放我省管理后的有关问题通知如下:

According to the State Council General Office of the State Council issued [2000] No. 81 and Organization Department of the CPC Central Committee [2000] No. 142 document requirements, our province handled the transfer of institutions and team procedures. With the agreement of the provincial government, we hereby notify you of the relevant issues after the provincial Bureau of Machinery and Equipment Bureau decentralized our province management as follows:
