目的了解山东省社区卫生服务机构执行国家有关卫生政策的现状。方法采用分层随机抽样的方法,在调查中抽取济南、潍坊、聊城三个城市的社区卫生服务中心(站)。结果社区卫生服务机构的举办主体呈现多样化局面;医疗保险需在社区卫生服务中加强实施的力度;进一步推进收支两条线管理的覆盖面;国家基本药品政策能够比较积极执行,以药养医的现象相对缓解。结论政府应对社区卫生服务机构执行国家相关卫生政策的状况进行评估;积极鼓励和引导社会资本举办社区卫生服务机构;推动基本药物制度等政策在社区卫生服务机构落实,全面推广收支两条线,将符合条件的社区卫生服务机构全部纳入医保定点医疗单位。
Objective To understand the status quo of implementation of national health policies by community health service agencies in Shandong Province. Methods A stratified random sampling method was adopted to collect community health service centers (stations) in three cities of Jinan, Weifang and Liaocheng in the survey. Results The main body of community health service agencies presented diversified situations; medical insurance needed to be strengthened in community health services; the coverage of the two lines of revenue and expenditure should be further promoted; the state basic drug policy should be implemented more vigorously; The relative ease of the phenomenon. Conclusion The government should assess the implementation of the national health policy by the community health service agencies; actively encourage and guide social capital to organize community health service agencies; promote the implementation of policies on essential medicines and other policies in the community health service agencies and comprehensively promote the two lines of revenue and expenditure, Will be eligible for all community health services into medical insurance fixed-point medical units.
