本文试从制度经济学视角,考察区域创新能力的演化过程,深入分析辽宁区域创新发展现状,审视区域创新能力与老工业基地兴衰的因果关系,提出制度安排决定技术创新的命题,强调以体制创新优化区域创新环境,依靠体制机制建设推动区域技术创新,增强区域创新动力,努力增创区域创新发展新优势,促进辽宁老工业基地全面振兴。
This paper attempts to examine the evolution of regional innovation capability from the perspective of institutional economics, deeply analyze the current situation of regional innovation and development in Liaoning, examine the causal relationship between regional innovation ability and the rise and fall of old industrial bases, put forward the proposition that institutional arrangements determine technological innovation, emphasize institutional innovation Optimize the regional innovation environment, rely on institutional mechanisms to promote regional technological innovation, enhance regional innovation momentum, strive to create new advantages in regional innovation and development, and promote the revitalization of Liaoning’s old industrial base.
