为加快锦屏水电站前期工作,水利水电规划设计管理局请示能源部同意,选定雅砻江锦屏二级水电站(一期)进行可行性研究阶段勘测设计的招标试点。1988年6月15日正式向我院发出投标邀请书,同时邀请投标的还有部属天津、华东、中南、西北勘测设计院和武警水电支队。该工程技术难度高,可行性研究又与河段规划交叉进行,我院参加编标的同志克服种种困难,认真开展专题调研和多方案比较,按计划完成了标书的编制。1988年12月5日至10日,水利水电规划设计管理局在北京对四家标书进行评审,最后经评委会评议,华东院和我院共同中标。
In order to speed up the preliminary work of Jinping Hydropower Station, the Planning and Design Authority of Water Conservancy and Hydropower asked for the approval of the Ministry of Energy and selected the bidding pilot for the survey and design of the feasibility study stage for the Jinping II Hydropower Station (Phase I). June 15, 1988 formally issued a tender invitation to our hospital, while invited to bid there subordinates Tianjin, East China, South Africa, Northwest Survey and Design Institute and armed police hydropower detachment. The project is technically difficult and the feasibility study intersects with the river section planning. The comrades participating in the compilation in our hospital have overcome difficulties and earnestly conducted special investigations and comparisons with various plans, and completed the compilation of tenders as planned. From December 5 to December 10, 1988, the Planning and Design Authority of Water Conservancy and Hydropower evaluated the four tenders in Beijing and finally won the bid jointly by the East China Hospital and our hospital after being appraised by the judging panel.
