各省、自治区直辖市教育委员会、教育厅(局) 自1983年原教育部印发教中字011号文,提出“毕业考试要和升学考试分开进行,有条件的地方可按基本教材命题,试行初、高中毕业会考”以来,一些省、直辖市进行了认真试验,积累了一定经验,取得了良好效果。实践证明,实行普通高中毕业会考制度,对于全面贯彻教育方针,落实高中教学计划,加强教学管理,克服偏科现象,全面提高教育质量具有重要作用。因此。国家教委决定,从一九九○年起用两年左右时间有计划地在全国逐步实行普通高中毕业会考制度。现对有关问题提出如下意见:
