城市政府的主要职能在于规划、建设和管理城市。在这三者之间,城市规划是龙头,没有规划就没有健康有序的建设和管理。科学的规划是城市发展历史经验的总结,是对城市发展实际条件的研究,是对城市建设科学规律的认识和应用,是城市科学发展的重要导向,也是城市建设的依据。和龙市,做为我国东北地区的一座边境小城镇,编制好新一轮城市总体规划,对和龙市未来的经济和城市建设将起到引导作用。
The main function of an urban government is to plan, construct and manage the city. Between these three, urban planning is the leading factor. Without planning, there is no healthy and orderly construction and management. Scientific planning is the summary of the historical experience of urban development, the study of the actual conditions of urban development, and the understanding and application of the scientific laws of urban construction. It is also an important guide for urban scientific development and a basis for urban construction. Helong City, as a small border town in the northeast of China, has prepared a new round of urban master plan and will play a guiding role in the future economic and urban construction of Helong City.
