郭富强,生于1962年1月,陕西省渭南市韩城市人,中共党员,教育硕士,教授。现任陕西广播电视大学资源建设与现代教育技术中心总工程师,学分银行建设组组长。陕西省高等继续教育检查评估专家,陕西省高等继续教育学会副秘书长。长期从事人工神经网络、信息系统开发、远程教育等领域的教学和研究,先后在《计算机应用研究》等刊物发表论文30多篇,其中核心期刊论文16篇。主持和参与省级科研和教改课题6项,校级课题3项。主持和参加校级教学团队2个。1986年被评为全国电大优秀教师,
