各行政公署,自治州、市、县人民政府,省直机关各单位: 随着社会主义市场经济体制的逐步建立和发展,我省预算外资金规模在不断增长,这对促进我省经济建设和社会事业的发展起了积极作用。但由于管理制度不健全,预算外资金在收、管、用、查等方面还存在许多问题,部分预算外资金来源不合法,管理不规范,使用不正当,监督也不得力。根据国务院《关于加强预算外资金管理的决定》(国发[1996]29号)精神,结合我省实际情况,经省委、省人民政府研究决定,在全省实施收费征管体制改革和综合财政预算改革(以下简称“两项改革”)。现将有关事项通知如下:一、充分认识实施“两项改革”的重大
