7月22日,酝酿已久的《国务院关于投资体制改革的决定》正式发布实施,改革的目标是建立起市场引导投资、企业自主决策、银行独立审贷、融资方式多样、中介服务规范、宏观调控有效的新型投资体制。配合该决定,将有若干相关办法出台,包括项目核准管理办法、政府咨询评估业务委托管理办法、项目代建单位招标办法等。
