中共中央办公厅、国务院办公厅制发的《党政机关公文处理工作条例》(以下简称《条例》)已于2012年7月1日起正式施行。由于《条例》首次将原来各自独立的党、政机关公文系列整合为一个新的公文系列———党政机关公文,且明确规定了公文版式按照《党政机关公文格式》国家标准执行,因之,党政机关公文运作新的规范化问题亦不可避免地摆在了文秘工作人员及公文学界教学及研究人员面前。近一个时期,笔者在为一些基层机关单位进行公文写作培训过程中了解到,曾经严重困扰基层公文运作的不规范问题,至今仍较普遍存在。而《条例》的颁布,对规范基层公文运作无疑是一个极为宝贵的契机。笔者认为,在这一方面最根本之点就是“把握《条例》,落实规范”。
The Regulations on the Handling of Official Documents of the Party and Government Organizations (hereinafter referred to as the “Regulations”) issued by the General Office of the CPC Central Committee and the General Office of the State Council came into effect on July 1, 2012. For the first time, the “Regulations” have integrated the official document series of the original party and government organs, which were originally independent, into a series of new official documents, the official documents of the party and government organs, and clearly stipulated that the official document layout should be implemented in accordance with the national standards of “Official Document Format of the Party and Government Organizations” It is also inevitable that the new standardization issue in the operation of official documents in party and government organs will be confronted with the secretarial staff and the teaching and research staff of official documentary scholars. In a recent period, the author learned from the training of document writing in some grass-roots units that the non-standardization that once seriously harassed the operation of documents at the grassroots level was still widespread. The promulgation of the “Regulations” is undoubtedly an extremely valuable opportunity to standardize the operation of documents at the grassroots level. In my opinion, the most fundamental point in this respect is “to grasp the” Regulations “and implement the norms”.
