近年来,我省土地管理和耕地保护工作取得明显成效,今年1月1日,《福建省实施<中华人民共和国上地管理法>办法》正式实施,全省划定了1821.27万亩基本农田保护区,耕地开发、土地整理得到广泛开展……。随着改革的深化和宏观经济形势发展变化,群众对土地问题的关注程度越来越高。土地信访是衡量土地管理法律法规落实状况的“晴雨表”。由于一些地方和单位在土地使用和管理上的不规范行为,直接损害群众利益,从而引发土地上访和信访不断。

Due to the non-standard behavior of some localities and units in the land use and management, they directly infringe the interests of the masses, thus causing the appeals and petitions to land constantly.
