In order to guide the county-based local government to carry out the integration of agriculture funds, in 2006 the Ministry of Finance issued the Guiding Opinions on Further Promoting the Integration of Supporting Agriculture and centralized some of the supporting agriculture funds in 15 major grain-producing provinces and autonomous regions to choose from 26 pilot counties, around the local leading industries and pillar industries, launched a pilot integration of agriculture funds. Financial departments throughout the country also emancipated their minds, unanimously recognized, boldly explored and blazed new trails, and selected more than 160 counties to conduct pilot integration work through various effective means. After more than a year of pilot projects, all localities generally raised their awareness of the need to integrate funds for supporting agriculture.
