Intentional raids and terrorist attacks can cause sudden disruptions in facility services as one of the major hazards of networked systems. Therefore, network facility location decisions should take into account both the operational costs of the system under normal and emergency conditions. In this paper, we consider the problem of location of network facilities considering the worst interruption loss and establish a bi-level programming model of the problem. The upper level planning involves the decision-making of facility location, and the lower level planning studies the problem of the maximum loss of facility interruption after determining the location of facilities. In this paper, a hybrid genetic algorithm based on Lagrangian relaxation is used to solve the bi-level programming problem. Taking the European150 dataset as the research object, this paper compares the research results of this paper with those of the traditional P-neutral location problem, and analyzes the different degrees of disruption of the efficiency of the networked system under different location strategies. Finally, some key parameters, such as the weight of conventional operation, the number of facilities and the number of interrupting facilities were analyzed and the related results were analyzed.
