在我国现行的重要法律中大都规定有罚没处理条款,且有逐渐增多之势。从我县来看。罚没职能部门已由原来的法院、公安局、检察院、税务局、工商局,发展到卫生防疫站、交通管理站、纪检委以及交通监理站、林业检查站、烟草专卖局等单位。直接上缴县财政的罚没收入也有较大幅度的增加,1985年全县共上缴罚没收入122,400元,比1980年增长14.9倍。
