临沂专区位于山东省南部,发源于沂蒙山区的沂沭河纵貫南北。北部山岭重迭,沟壑交錯,水土流失严重,土层脊薄,是个易旱地区。群众过去对这个地区的情景描写是:“穷山恶水种地难,十年就有九年欠;五日不雨苗干枯,一夜风雨地冲完”,由此可見山区群众生产和生活的苦处。南部是一个地势低洼的临(临沂)、郯(郯城)、蒼(蒼山)平原,虽然土地肥沃,但許多洼地是十年九淹的蛤蟆汪、烂泥塘、茅草荒,农业作物十有八、九顆粒不收。群众对这个地区描写为:“沂沛河水滾滾流,一到汛期家家愁,开了江风口,水漫兰山头,老婆孩子随水流。只見
