军费标准化供应,是按标准对部队实施经费保障的一种方法。当前,我军实行标准化供应的经费主要有人员生活费、公务事业费和装备小修费等。经费标准化供应,是军队高度集中统一的性质所要求的,也是与以计划经济为基本特征的国家经济管理体制相适应的。随着社会主义市场经济体制的逐步建立,军费标准化供应必然会受到一些冲击,我们必须采取相应的对策,以保证部队经费供应的有效实施。
The standardized supply of military expenditures is a way of guaranteeing the funding of troops on a standard basis. At present, the funds for standardizing the supply of military services mainly include living expenses for personnel, public service expenses and equipment repairs. The standardized supply of funds is required by the highly concentrated and unified nature of the military and is also compatible with the state economic management system featuring the planned economy as the basic feature. With the gradual establishment of a socialist market economic system, standardized supply of military expenditures will inevitably receive some impact. We must take corresponding measures to ensure the effective implementation of military funding.
