Maritime accident compensation to be increased Last March, at a diplomatic conference held at IMO headquarters, the 1974 Protocol to Athens, the convention for the carriage of passengers and their luggage by sea, was adopted. Under this treaty, compensation for passengers will be greatly increased in the event of a maritime accident. The Athens Convention was adopted in 1974, but it did not come into force until 1987.
