近一个时期以来,一些医院临床常用药品和必需药品发生短缺,引起了社会各方面的关注。全国人大常委会委员、全国人大财经委委员乌日图同志组织相关人员,在对北京、天津、上海、重庆、沈阳、杭州、广州、西安、呼和浩特、西宁、乌鲁木齐、保定等12个城市的42家三级甲等综合医院临床用药深入调查研究的基础上,对医院常用廉价药品短缺的状况进行了分析,指出了医院用药短缺反映的制度性缺陷,提出了建立国家短缺药物管理制度的具体设想。
In recent years, some clinics commonly used drugs and essential medicines shortage occurred, has aroused the concern of all sectors of society. Comrade Wu Ritu, member of the Standing Committee of the National People’s Congress and member of the Financial Committee of the National People’s Congress, organized relevant personnel to study and assess the situation in 42 cities such as Beijing, Tianjin, Shanghai, Chongqing, Shenyang, Hangzhou, Guangzhou, Xi’an, Hohhot, Xining, Urumqi and Baoding Based on the thorough investigation and study of the clinical drug use in the First-class and Third-class General Hospital, this paper analyzes the shortage of cheap drugs commonly used in hospitals, points out the institutional defects reflected in the shortage of medical supplies in hospitals, and puts forward the concrete conception of establishing the national shortage drug management system .
