相互拖欠,是个老大难。为解决这一困扰我国经济健康发展的老大难,国务院领导自1994年夏秋以来,提出了如下新思路:以“倒逼”方式,先从能源、冶金等基础行业开始,严格财务结算纪律,实行“三不”(即不付款不发货、不给商业汇票不发货、不还欠款不发货),以来一步步解开企业间相互拖欠的“死结”。宣布“三不”引发需求荡 要想弄清楚“三不”的来龙去脉,先来看一段旧闻:
