一、问题的提出去年中央确定的我国科技工作新的发展方针,要求科学技术与经济、社会协调发展,并把促进经济、社会发展作为科技工作的首要任务。全国五届人大四次会议,又制定了经济建设的十条方针,强调今后发展国民经济要走提高经济效益的新路子。国家经济建设方针和科学技术方针的重大改变,要求我们科研管理工作也必须相应的改革。
I. Raising the Question The new development guideline for China’s science and technology work set by the Central Government last year required the coordinated development of science and technology with the economy and society and the promotion of economic and social development as the most important task for science and technology work. The Fourth Plenary Session of the Fifth National People’s Congress has also formulated the 10 guidelines for economic construction and emphasized that the future development of the national economy should take a new path of boosting economic efficiency. The major changes in the national economic construction policy and in the science and technology guideline require that we must also carry out corresponding reforms in the management of scientific research.
