全区一九五四年农业生产及水利、做好春耕工作,特作如下指示。林业、畜牧各项工作任务,本会已先后令发各地研究执行。现在春耕已届,为加强农业生产领导,大力一、积极准备和进行春耕工作,为全年的农业增产打好基础。各地购粮工作大致已经结束,主要领导力量应立即转到春耕生产上来,其他各项工作亦应适当安排,务使春耕生产确实成为农村压倒一切的中心,积极领导,加紧进行,以免违误农时。去冬全区下雪甚少,可能发生春旱、虫害、病害,各地均应预作防旱、抗旱和防除虫害、病害的必要准备,并预防人畜疫病,丝毫不可麻痹松懈。旱情发生时一般群众很容易产生等雨思想、观望态度,更须即时扭转。春耕前应普遍查验墒情,推广保墒、抢墒、借墒经验,要尽一切努力,做到及时播种。播种前要认真作好种籽发芽试验和浸种拌种工作。播种后要及时进行查苗、补苗,消灭断垅缺苗现象。今年全区互助合作运动,有了更大的发展。在
