为了更好地促进体育与健康课程改革中的教育公平,在此从课程实施的微观角度分析了改革中存在的教育公平问题及其产生的原因,并提出了相应的发展策略。研究结果表明:体育与健康课程实施中存在的主要问题是课程标准制定起点的公平缺位、课程资源的配置不公、课程实施中教师权利的缺失、教学中部分学生权利的缺失。产生这一问题的主要因素是以“城市中心”的体育与健康课程政策价值取向、等级化的学校制度、体育教师的课程素养与专业发展。因此,在体育与健康课程实施中应该采取建立公正合理的体育与健康课程制度、重视体育与健康课程资源开发、促进体育教师专业发展等教育公平策略。
In order to promote fairness in the reform of physical education and health curriculum, this paper analyzes the existing problems of education fairness and its causes from the microscopic point of curriculum implementation and puts forward corresponding development strategies. The results show that the main problems in the implementation of physical education and health curriculum are the lack of fairness at the starting point of curriculum standards, the unfair allocation of curriculum resources, the lack of teachers ’rights in the curriculum implementation and the absence of some students’ rights in teaching. The main factors that cause this problem are the value orientation of physical education and health curriculum policy of “city center”, the hierarchical school system, the curriculum literacy and professional development of physical education teachers. Therefore, in the implementation of physical education and health curriculum should take to establish fair and reasonable curriculum system of physical education and health, emphasis on physical education and health curriculum resources development, and promote the professional development of physical education teachers and other educational equity strategy.
