人民调解是人民群众自我教育、自我管理、自我服务,化解自己内部矛盾的重要法律制度。人民调解委员会是基层群众自治性组织,其主要任务是调解民间纠纷,并通过调解工作宣传法律、法规和政策,教育公民遵纪守法,遵守公序良俗。人民调解不同于行政调解、法院调解、仲裁调解等。人民调解简便快捷、经济实惠、包容和谐的特点和人民调解调处纠纷、预防纠纷、宣传法制的功能,决定其在新农村建设中必将发挥特有的功效。
People’s mediation is an important legal system for self-education, self-management, self-service and resolving their internal contradictions among the people. The People’s Mediation Committee is a grass-roots mass self-government organization whose main task is to mediate civil disputes and promote laws, regulations and policies through mediation, educate citizens to abide by the law and abide by public order and good practices. People’s mediation is different from administrative mediation, court mediation, mediation and arbitration. The people’s mediation is quick, economical, inclusive and harmonious. People’s mediation mediates disputes, prevents disputes and publicizes the function of the legal system. It decides that it will play its unique function in the new countryside construction.
