一、双轨制价格的由来及演变过程 价格双轨制是指规格、质量、性能完全相同的商品,在同一地区、同一时间、同一场合存在着高低两种不同的价格。目前有两种表现形式,一是国家对同一产品规定两种价格,如石油、天然气存在计划内平价和计划内高价;二是国家对同一产品计划内部分实行计划价格,计划外部分实行市场价格,目前最多的是后一种情况。
