1996年中央决定在全国开展东西扶贫协作，深圳、宁波、青岛、大连四个计划单列市开始对口帮扶贵州。四个市的市情不同，帮扶的思路和作法也各有特色，使贵州省的扶贫协作工作具有一定的典型性。认真总结3年来贵州省的实践，对推进东西扶贫协作工作具有重要意义。（一）实施对口
