随着近年毒品的泛滥，社会上各种自愿戒毒机构成立，但由于吸毒者多数文化素质低，法制观念淡薄，社会背景复杂，对毒品有强烈的躯体依赖和精神依赖。在自愿戒毒机构中普遍存在难于管理，偷吸，脱毒治疗难以顺利完成等问题，因此必须加强保安监督力度，健全各项制度，对自愿戒毒者采取严密有效的监督和强制化的管理。
With the proliferation of drugs in recent years, various voluntary drug rehabilitation agencies in the community have been established. However, due to the fact that most drug users have low cultural qualities, weak legal concepts and complicated social backgrounds, they have a strong physical dependence and spiritual dependence on drugs. Therefore, it is necessary to strengthen security supervision, improve the systems and take strict and effective supervision and compulsory management of voluntary drug addicts in the voluntary drug rehabilitation agencies that are difficult to manage, steal, and difficult to complete virus-free treatment.
