During the pre-Qin period, the ethnic groups of Manchu, Vietnam, Chu and Huaxia in Hunan Province were further integrated under the rule of the reigns of the Qin and Han dynasties, and the further spread of the Han culture made the economy and culture of the region open to the public with greater development. In this historic move, Changde (sometimes called Wuling County) and Changsha (the seat of the Kingdom of Great Kingdom) have an important position. They alternately become the political, economic and cultural centers of gravity in Hunan Province at different historical stages.
