资源是山西之长,事故是山西之痛。2008年,山西提出“转型发展,安全发展,和谐发展”思路,把安全生产放在全局和战略层面推进。据监测,从2008年底至今,为抓好安全生产工作,山西一揽子推出21项安全生产专项整治方案,治理面覆盖17个行业,特别注重制度的严格落实,依靠社会舆论监督促使整治不留死角、不留盲区、不留问题,可谓一个完整的“三全”安全管理模式。
