社会养老保险作为我国社会保障体系的重要组成部分,是广大人民群众“老有所养、老有所依”的最后保障,是社会主义和谐社会建设的重要方面。做好社会保险管理服务工作,科学整合基层社会保险经办机构(以下简称经办机构)经办职责有利于提高运行效能。笔者认为,社会保险统计和稽核在很多方面存在交织,不但要发挥各自的独特作用,还应该做到相互融合、资源共享,克服独立运作产生的数据失真和稽核执法力度不足的问题,激发出“1+1>2”的倍增效应。
