一九九一年 1月10日 国家禁毒委员会召开第一次全体会议。会议针对国内毒品犯罪的形势,提出了“三禁并举、堵源截流、严格执法,标本兼治”的禁毒工作方针,制定了动员全社会力量,实行禁毒工作的综合治理,开展禁毒人民战争的具体措施。会议还研究了国家禁毒委员会工作章程和组建国家禁毒委员会办事机构等事项。 2月1日 《人民公安报》以《这里充满阳光与希望》为题介绍瑞丽戒毒中心事迹。 2月4日 中共中央、国务院批转公安部《关于当前毒品违法犯罪的严重情况和进一步加强禁毒斗争的意见》,要求各级党委和政府必须高度重视加强对禁毒斗争的领导,充分发挥有关部门的作用,依靠广大群众和基层组织,采取坚决有力的措施,进行综合治理。 2月7日 昆明市召开有6000余名干部和群众参加的公开宣判大会,判处4名贩毒分子死刑,另有9名贩毒分子被判处死缓和无期徒刑,同时公开逮捕100名犯罪分子,宣布对100名吸毒人员实行劳动教养。
