國务院: 我省于1956年4月8日到11日举行了山西省第一層人民代表大会第四次会議。大会原选代表共为321人。缺额代表中有一位尚未補选,同時,太原市因人口增加,新增选了代表3人,故这次会議应出席代表共为323人。会議实出席代表282人;列席会議的全國人民代表大会代表2人,政府各部門負責人员39人,出席、列席会議的共为323人。会議上听取并審查了1955年以來的政府工作報告和法院工作報告,制定了山西省12年農業發展規划和山西省工業、建築業、交通运輸業提早完成第一个五年計划的規划,補选和增选了省長、副省長和省人民委员会的委員。这次会議是在經过社会主义改造的高潮而在工業、農業生产及其它經济、文化战线上都出现了新的高漲的情况下举行的。全体出席会議的代表以十分兴奋鼓舞的心情,肯定了过去一年多以來全省在各个方面所取得的重大成績,特別是从去年冬季以來,全省范圍内史無前例的大規模的冬季生產运動,更是振奋人心。迄今为止,全省已經有農户總數的99%的農户参加了農業生产合作社,有農户總數的97%的農户参加了高級形式的農業生產合作社。全省可能組織起來的18万手工業从業人員
