托宾税(TobinTax)是诺贝尔经济学奖获得者托宾(JamesTobin)1978年提出的,是针对国际货币交易征收的一种税,即国际上统一对每笔国际货币交易按1%的比例征税,以增加投机者的交易成本,控制短期国际资本流动。然而,此项建议提出之初,并没有得到多少响应。因为,当时人们将浮动汇率机制理想化了,认为一国货币的汇率,即它的价值是由国际上对该国货币的需求和供给相互作用而决定
Tobin Tax is a tax levied by James Tobin, winner of the Nobel Prize in Economics in 1978, on the international monetary transactions, namely, the international uniform rate of 1% for each international currency transaction Taxes to increase speculators’ transaction costs and control short-term international capital flows.
