始于1995年的邢台市利用世界银行贷款实施“森林资源发展和保护项目”(简称世行二期项目)已近尾声。省级验收表明,全市今春完成项目造林面积100540.5亩,比前三年造林的总和还多29907.5亩,成活率达92.3%,苗木合格率达98%。特别是整体造林标准之高,质量之强,规模之大,苗木之优,成活之好都是过去所少有的,创下世行项目造林新水平。现在,邢台市已累计完成项目造林面积171173.5亩,占总任务155000亩的110.4%。这标志着该市“森林资源发展和保护项目”已如期圆满超额完成任务。这是邢台市继“国家造林项目”(简称世行一期项目)之后,又一个引进外资营造丰产林的丰硕成果,并为“贫困地区林业发展项目”(简称世行三期项目)创造了条件。回头看过去,得意之笔有四:
Xingtai City, started in 1995, has almost completed its program of “Forest Resources Development and Protection Project” (World Bank Phase II Project) with World Bank Loan. Provincial acceptance shows that the city completed this project in spring 100,140.5 acres of afforestation area, more than the sum of the previous three years afforestation 29,957.5 acres, the survival rate of 92.3%, 98% pass rate of seedlings. In particular, the overall afforestation standards are high, the quality is strong, the scale is large, the superiority of seedlings and survival are all rare in the past, setting a new level of reforestation for World Bank projects. Now, Xingtai City has completed a total of 171,115.5 acres of afforestation area, accounting for 110.4% of the total task of 155,000 mu. This marks the city’s “Forest Resources Development and Protection Project” has successfully completed its tasks as scheduled. This is Xingtai City following the “National Afforestation Project” (hereinafter referred to as the World Bank Phase I project), another one to introduce foreign capital to create rich fruits forest fruitful results, and for “poverty-stricken forestry development project” (referred to as the World Bank Phase III Project) created the conditions.
