各行政公署,各市、县人民政府,省政府各直属单位:《中华人民共和国立法法》(以下简称《立法法》)已于2000年7月1日起施行,这是我国民主与法制建设的一件大事。为全面、正确地贯彻《立法法》,提高政府立法工作质量,使政府立法工作与我省各项工作紧密结合,为改革、发展、稳定创造良好的法制环境和提供有力的法制保障,促进我省经济持续快速健康发展和社会全面进步,根据我省立法工作的实际情况,提出如下意见:
