“开展党风廉政建设,教育和管理,德治和法治,必须双管齐下。”这是国家领导人明确强调教育培训在反腐倡廉中的重要地位,也说明了反腐倡廉是一项系统工程,需要教育、制度、监督多管齐下才能奏效。教育、制度、监督是一个相互联系的有机整体,但是三者又各自具有有不同的功能和地位,其中教育培训是基础。
