盘锦市是一座新兴的石油化工和沿海开放 城市,中国第二大油田——辽河油田坐落于此, 是全国36个率先进入小康的城市之一。城市经 济的繁荣,引来外来人口大量涌入,这给盘锦 市的开发建设带来了生机与活力,同时也带来 了乞讨者增多、流动人口违法犯罪现象增多、 社会治安管理问题日趋严重的负面效应。 面对发展着的社会形势,在收遣工作法规 滞后,职责范围难以把握的情况下,盘锦市收 容遣送站突出了“两抓一保”的救助工作新理 念,强化了“为党分忧、为民解愁”的服务宗 旨,切实把收容遣送工作融入促进社会稳定与 社会进步及建设小康社会的大目标之中。 自1999年以来,盘锦市收容遣送站共收容 外流及乞讨人员21629人次,遣送19600人次、 资助返乡3100人次、救助危重病人17人次。查 出违法犯罪分子并移交公安机关1096人。收遣 工作搞得风风火火,有声有色。
