劳动报酬低于资本、技术、管理报酬与收入分配制度直接相关,要改变既有分配格局,必须调整和完善我国企业分配制度。目前我国劳动者收入在国民收入中偏低的现状,主要在普通劳动者同高管、普通劳动者同私人资本所有者、我国同国外劳动者三方面收入的巨大差距上表现出来。产生这一现象的原因,主要是按要素分配成为收入分配的主要形式和保护劳动者利益的法律措施欠缺两方面引起的。改革企业分配制度,提高普通劳动者收入比重,是解决问题的关键
Labor remuneration is lower than capital, technology and management remuneration are directly related to the system of income distribution. To change the existing distribution pattern, the distribution system of enterprises in our country must be adjusted and improved. At present, the current situation in which the income of laborers in our country is low among the national incomes is mainly manifested in the huge disparities in incomes between ordinary laborers and senior executives, ordinary laborers and private capital owners, and between our country and foreign laborers. The reasons for this phenomenon are mainly caused by the distribution of factors as the main form of income distribution and the lack of legal measures to protect the interests of workers. Reforming the enterprise distribution system and raising the proportion of ordinary workers’ income are the keys to solving the problem
