新时期社会防控机制面临严峻挑战:刑事案件大幅上升,犯罪危害明显加大;社会治安问题日趋多样化和复杂化。社会防控机制弱化和滞后的主要原因:打击力度与犯罪上升势头不相适应;治安管理措施与疏漏增多不成比例。强化社会防控机制的主要对策:依法治国、依法行政,是营造良好经济发展环境最重要的保证;不断加大打击力度是预防和遏制犯罪的关键措施;全面加强治安管理工作,才能有效促进社会治安稳定。
The social prevention and control mechanism in the new period is facing severe challenges: criminal cases have risen sharply, crimes against crime have apparently increased, and social order problems have become increasingly diversified and complicated. The main reasons for the weakening and lagging of the social prevention and control mechanism are that the crackdown efforts are incompatible with the upward trend of crime; and the public order management measures are out of proportion with the oversight.
