规范与改革公务招待是我国新时期政府内部反腐倡廉的一项长期任务。政府自上而下地推进公务接待制度改革,严禁用公款大吃大喝的规定越来越细化,要求越来越严谨。但事实表明,这些规定,对遏制公务接待中的浪费和腐败并未收到明显效果。政府内部监控仍存在大量“盲区”。多年来,公务接待消费成为行政成本中一笔巨大的糊涂账,“公务接待无底洞”是个久治不愈的顽疾,这是人为因素和客观因素不规范共同起作用的结果。因此,加强公务招待“盲区”的政府监管是大势所趋。
Regulating and Reforming Public Service is a Long-term Task of Fighting Corruption and Building a Clean Government in the New Period in Our Country. The government pushed the reform of official reception system from top to bottom, and the requirement of strictly prohibiting public money from eating and drinking more and more elaborately and in strict demand. However, facts show that these provisions have not had a clear effect on deterring waste and corruption in official receptions. There are still a lot of “internal blind spots” in the government internal control. Over the years, the consumption of official business has become a huge confused administrative cost, “official reception bottomless pit” is a chronic illness, which is the result of human factors and objective factors of non-standard work together. Therefore, to strengthen public service entertainment “blind spot ” government supervision is the trend of the times.
