北京城市化的发展对城乡结合部的党建工作提出了新的要求。当前,城乡结合部基层党组织自身建设还存在一些问题,主要表现在对上级党和政府组织的方针政策理解、宣传不完全到位,物质基础和设施较差,正常活动受影响,领导班子的素质、威信与群众要求相比有不小的差距,支部难以有效开展活动,支部活动形式乏新可陈,枯燥无味。因此,应对村级主要领导干部集中进行法规、政策培训,形成和谐的改造建设环境;因势利导,实现新社区建设和党建工作的跨越式发展;以拆迁改造中的村务、政务、党务公开,赢得群众的信任;发展年轻党员,发挥大学生村官作用,提高党支部班子整体素质;创新党建组织体制,改进教育内容,保证党建工作有效、高质开展。
