一位哲人曾经说过,没有监督的权力是腐败的,绝对的权力产生绝对的腐败。我国反腐败斗争的实践也证明,腐败的根源在于权力的异化,一切腐败现象说到底是一种权力腐败。寻找出一套防止权力异化的制约机制,真正解决权力腐败问题,是取得反腐败斗争胜利的必经之路和根本保证。(一)权力,作为人们履行岗位职责的手段和强化社会管理的保障,其基本功能是保证人们各司其职、各尽其责、各获其利。权力的这种特殊功能,导致它成为一把社会双刃
A philosopher once said that the power without supervision is corrupt and the absolute power produces absolute corruption. The practice of China’s anti-corruption struggle also proves that the root cause of corruption lies in the alienation of power. All corruption is, in the final analysis, a corruption of power.
