进入新的历史时期,我国文化建设经历了从纯意识形态宣传教育到提供公共文化服务的变化。如何改变农村公共文化服务严重短缺的现状,成为我国文化建设的一道重要课题。作为新成立不久、经济基础薄弱的来宾市,通过自发尝试,努力探索,在全国率先推进农村基层公共文化服务体系的建设,并取得了巨大成效,形成欠发达地区文化建设“反弹琵琶”的成功经验。这一模式的首创为何发生在来宾市,而不是别的地区?因此,我们有必要对“来宾模式”进行深度解读。
