我国国民经济和社会发展第十个五年计划,是实施邓小平提出的我国经济发展第三步战略部署的第一个中长期计划,是我国初步建立社会主义市场经济体制后的第一个中长期计划,是跨入新世纪的第一个中长期计划,如何提高“十五”计划的科学性,对实施好计划、顺利实现计划目标至关重要。鉴于此,在“十五”计划的编制过程中,编制部门(者)进一步改进计划编制方法、规范计划编制程序、扩大计划编制的公开性和公众参与度,体现出不同以往的新意。
