回顾改革开放以来我国经济发展的30多年,产业结构调整一直伴随其中,虽然各个时期产业结构的矛盾不尽相同,但或多或少都与投资拉动、地区分割、结构趋同有关。从路径依赖的角度分析问题产生的原因,可以发现,这与地方政府的经济行为密不可分,并由其财政体制所决定。因此,通过财政体制的配套改革,有利于解决产业结构调整的深层矛盾。
After reviewing the economic development in our country for more than 30 years since the reform and opening up, the adjustment of industrial structure has been accompanied by it. Although the contradictions of the industrial structure in different periods are not the same, they are more or less related to investment-driven, regional division and structural convergence. Analyzing the causes of the problem from the perspective of path dependence, we can see that it is inseparable from the economic behavior of local governments and is determined by its financial system. Therefore, supporting the reform of the financial system is conducive to resolving the deep contradictions in the adjustment of industrial structure.
