技术创新能力是一个国家自主创新能力的重要体现,是增强产业竞争力的关键环节。为此,我国于2005年底实施技术创新引导工程,并于2006年7月正式启动创新型企业试点工作,推进企业成为技术创新主体,不断提升企业的核心竞争力,进而增强国家的自主创新能力。中央企业在建设创新型国家,建立以企业为主体、市场为导向、产学研相结合的技术创新体系中应发挥主力军作用。
Technological innovation capability is an important manifestation of a country's capability of independent innovation and is a key link in enhancing industrial competitiveness. To this end, China implemented the technology innovation guidance project by the end of 2005 and formally launched pilot pilot projects of innovative enterprises in July 2006, promoting enterprises to become the main body of technological innovation and constantly improving their core competitiveness so as to enhance their capability of independent innovation. Central enterprises should play a leading role in building an innovation-oriented country and in establishing a technological innovation system that takes enterprises as the mainstay, market-oriented, industry-university-research combined.
