弹指一挥间,改革开放整整30年,笔者目睹了这30年的风风雨雨,也曾参加上海市政府社会保障制度改革研究小组,并亲自参与研究和组织实施了上海城镇职工养老保险制度的改革,也可以说是上海养老保险改革的见证人和催生者。三步改革改革开放以来,上海的养老保险大致经历了三步改革。第一步是基金走向社会化的改革。
During the 30 years of reform and opening up, the author witnessed the ups and downs of these 30 years and participated in the research group on social security reform of the Shanghai Municipal Government. She personally participated in the study and organization of the pension system for Shanghai urban workers Reform, arguably the witness and catalyst for Shanghai’s pension reform. Three-step reform Since the reform and opening up, Shanghai’s pension insurance has gone through three stages of reform. The first step is to move toward a socialized reform of the fund.
