基于体育教学理论、原则及运动技能形成规律，在对大量专家访问调查的基础上，科学地收集、归纳、总结了１５种技战术教学内容的专家指标体系。以分解、完整、组合和对抗４个教学环节的约２０个练习手段的单项指标数据为基础，辅之以每个技战术教学内容中易犯错误信息和纠正方法，利用计算机技术，建立了专家数据库。使得大量的专家经验数据得以保存及应用，从而达到辅助教学之目的。同时，可根据所选择的教学目的和对象的不同，对每一技战术教学内容和每个教学环节进行二级评定；评定方法选用了模糊数学的综合评定方法，使得本系统还具有了评估分析教学质量的功能。
